We’re Preparing to Offer Marketplace Plans in 2027
For more than three decades, Colorado Access has helped Coloradans navigate Health First Colorado (Colorado’s Medicaid program) and Child Health Plan (CHP+) and stay connected to the care they need. Beginning in the 2027 Plan Year, Colorado Access – through its affiliated organization, Access Connected Care Partners Inc.- will enter Colorado’s individual healthcare market for the 2027 Plan Year. These plans are designed to support people whose coverage changes, particularly those transitioning on and off Health First Colorado or CHP+, so they can maintain trusted providers and coordinated care with less disruption.

Dear Colorado Access Community,
Beginning with the 2027 Plan Year, Colorado Access — through our subsidiary, Access Connected Care Partners Inc. — plans to offer Colorado Access Choice health plans on Colorado’s Individual Marketplace. This step reflects our continued commitment to supporting people whose coverage may change, even as their health needs do not.
Colorado Access Choice plans are being designed to support individuals and families who may move between Health First Colorado (Colorado’s Medicaid program), Child Health Plan Plus (CHP+), and the Individual Marketplace. Eligibility changes, redeterminations, and major policy shifts—including those anticipated under H.R. 1—can make it difficult to maintain stable coverage. Our goal is to help reduce those disruptions by offering a trusted, local option that supports continuity of care and connection to community resources. Importantly, we also aim to reach Coloradans who are currently uninsured by offering the strength of our provider networks and our longstanding partnerships with local communities.
For more than 30 years, Colorado Access has worked to make health care more accessible, more connected, and more responsive to the people who rely on it every day. As a local nonprofit health plan, our mission has always been to partner with communities and empower people through access to quality, equitable, and affordable care. We serve as an advocate, a partner, and a connector — helping members, providers, and community organizations navigate a complex health system together.
Our goals with Colorado Access Choice are to:
- Help people maintain their relationships with trusted providers and coordinated care teams.
- Reduce the disruptions that too often accompany coverage changes.
- Continue investing in the communities we serve, especially those facing the greatest barriers to health and wellbeing.
For providers, this new line of business builds on longstanding partnerships and shared commitments to person-centered, community-based care. We are designing Colorado Access Choice in a way that supports continuity, preserves provider choice where possible, and creates new opportunities to care for individuals and families whose coverage might otherwise become fragmented over time.
You can expect more information in the coming months as we work toward Open Enrollment in late 2026 and a planned go-live date of January 1, 2027. In the meantime, our focus remains unchanged: supporting Medicaid and CHP+ members, partnering with providers, and advancing health equity in communities across Colorado.

Frequently Asked Questions About Colorado Access Choice & the Marketplace
Colorado Access Choice is the name of our upcoming health care coverage plans that we plan to offer on Colorado’s Individual Marketplace (Connect for Health Colorado) starting in the 2027 Plan Year. These plans will be offered through Access Connected Care Partners Inc. (ACCP), a subsidiary of Colorado Access, and will be fully compliant with the Affordable Care Act (ACA).
Colorado Access is entering the Marketplace to help people maintain continuous coverage and access to care when their Medicaid or CHP+ eligibility changes. Many Coloradans move on and off public coverage due to income changes, life events, or federal and state policy shifts, including those related to H.R. 1. By offering Marketplace plans, we can provide a stable, local option that supports continuity of care, promotes health equity, and contributes to the long-term sustainability of our mission.
Colorado Access Choice plans are being designed for:
- People transitioning off Medicaid or CHP+ due to income or eligibility changes
- Subsidy eligible individuals and families shopping for coverage on the Marketplace
- Uninsured Coloradans who qualify for financial assistance and need an affordable, local option
- People who prefer a plan that builds on Colorado Access’s experience, provider relationships, and community partnerships
We plan to offer products primarily Denver metro region.
Colorado Access Choice plans will be:
- ACA compliant Qualified Health Plans (QHPs)
- Offered through ACCP on the individual Marketplace
- Available in both Colorado Option and non-Option QHP designs, balancing affordability with provider choice
- Built using Colorado Access’s existing infrastructure for care coordination and member support, with additional capabilities tailored to Marketplace consumers (billing, enrollment, broker support, enhanced portals)
We anticipate offering seven different plan options so that Marketplace shoppers can choose the plan that best fits their needs and budget.
Our current timeline is:
- Network build: Q1–Q3 2026
- Open Enrollment: Begins November 1, 2026 (for the 2027 Plan Year)
- Plan go live date: January 1, 2027
All dates are subject to regulatory approvals and may be updated as we move through the process.
If you are currently enrolled in a Colorado Access Medicaid or CHP+ plan, nothing changes right now. We will continue to administer those benefits and support your care as we do today. If your eligibility changes in the future, Colorado Access Choice plans may offer an option to help you stay connected to many of the providers and supports you rely on.

If your Medicaid or CHP+ coverage ends because of a change in income, family size, or other eligibility rules, you may enroll in a Colorado Access Choice plan that will:
- Help you maintain continuity with trusted providers where possible
- Connect you to care coordination and support services
- Reduce gaps in care that can occur when coverage changes
- Offer affordable options for people who qualify for financial help
Our goal is to build Marketplace networks that reflect many of the strong provider relationships we’ve developed over decades in Medicaid and CHP+. While not every provider will participate in every plan, we are working hard to design networks that support continuity of care whenever possible. Specific network details will be available closer to Open Enrollment.

Frequently Asked Questions for Providers
We expect several positive impacts for providers who participate in the Colorado Access Choice network, including:
- Expanded patient populations, including:
- Individuals and families, who previously received subsidies or whose children may be covered under Medicaid or CHP+ but aren’t eligible themselves
- People transitioning from Medicaid/CHP+
- Individuals entering the individual market for the first time
- Opportunities to support continuity of care when patients lose Medicaid or CHP+ coverage
There may also be changes in contracting, fee schedules, and some administrative processes specific to the Marketplace line of business.
No. Participation is not mandatory. Providers may choose whether to join the Marketplace network.
Yes. Providers can participate in both the existing Colorado Access Medicaid/CHP+ network and the new Colorado Access Choice Marketplace network, subject to contract terms.
Colorado Access Choice will leverage existing Medicaid and CHP+ infrastructure but will also establish agreements specific to the Marketplace product. Providers will be asked to either sign a new contract or amendment to participate in the Marketplace network. More details will be shared as network development progresses.
Marketplace rates have not been finalized yet. The rates are higher than Medicaid and CHP+ rates, but are competitive for this type of marketplace plan. Final fee schedules will be shared with providers as part of the contracting process.
Colorado Access will support claims, payments, and customer service for both members and providers in the Marketplace product, building on the infrastructure and support model we use today, with enhancements for the new line of business. Provider and member portals will be updated with additional functionality to support all lines of business.
Early participation in the Marketplace network may give providers the opportunity to:
- The benefit of early participation in the network is access to information as early as possible regarding claims processing, utilization management, member panel information, and plan requirements.
- Reach new patient populations sooner
- Support continuity for existing Colorado Access members who transition to the Marketplace

Many of the individuals and families served by community organizations move in and out of Medicaid or CHP+ coverage. As eligibility rules change, you may see more people needing help understanding their options on the Marketplace. Colorado Access Choice will offer a local, mission driven option designed to:

- Align with community based services that support whole person health
