Colorado Access Supports Community Through New Regional Accountable Entity Medicaid Contract

AURORA, Colo. – Colorado Access went live as the Regional Accountable Entity for Region 4 under the next phase of the Accountable Care Collaborative (ACC), known as ACC Phase III, which launched on July 1, 2025. This next phase continues the focus on improving access to care and health outcomes for more than 400,000 Health First Colorado (Colorado’s Medicaid program) members in Adams, Arapahoe, Denver, and Douglas counties. The launch comes as the federal government is considering significant cuts to Medicaid.

The ACC was established in 2011 to provide cost-effective, quality health care services to those with Medicaid (now Health First Colorado) and to enhance the overall health of Coloradans. As the State shifts the map for ACC Phase III to have Regional Accountable Entities serve four regions instead of seven, Colorado Access will continue to serve Adams, Arapahoe, Denver and Douglas counties. Northeast Health Partners will cover Elbert County, currently served by Colorado Access, in Phase III.

The Department of Health Care Policy and Financing outlined key goals and priority areas for improvement and innovation in ACC Phase III: improve quality care for members, close health disparities and promote health equity for members, improve care access for members, improve the member experience and provider experience, and manage costs to protect member coverage benefits and provider reimbursements.

In Phase III, Colorado Access is implementing enhanced care coordination strategies and investing in technology solutions to strengthen provider partnerships, streamline operations, and elevate patient engagement and care delivery. These efforts reflect the commitment to advancing health equity and delivering lasting impact for the communities served. Leading up to Phase III, Colorado Access met frequently with Colorado’s congressional delegation to express support for Medicaid and started a campaign, Medicaid Matters, to help protect Medicaid funding.
