Colorado Access Announces Appointment of New Chief Strategy and Technology Officer

AURORA, Colo. – Colorado Access is pleased to announce the appointment of Ashlie Brown as the company’s first chief strategy & technology officer (CSTO). In this role, Brown will play a critical role in shaping the company’s vision, supporting its mission, and aligning technology with strategy to drive financial stability, operational excellence, and long-term growth.

“Ashlie brings a wealth of experience in developing and executing data-driven strategic plans for complex organizations and initiatives,” said Annie Lee, president and CEO of Colorado Access. “Her leadership will be instrumental as we continue to drive innovation and expand access to quality, equitable health care for the communities we serve.”

Brown first joined Colorado Access as the senior director of data, strategy, and analytics, where she was instrumental in leading data-driven strategy and analytics. Brown worked across multiple teams to develop data solutions and spearhead changes in program design. Before her time at Colorado Access, Brown led a multitude of state initiatives in Colorado, driving toward complex systems change, including data infrastructure design. Among the projects she led was the multi-organizational collaboration within the Colorado Regional Health Connector Program. Prior to her work in Colorado, Ashlie oversaw the implementation of the Massachusetts State Innovation Model at the Massachusetts Executive Office of Health and Human Services, which included Medicaid payment reform with multi-payer alignment, behavioral health integration in primary care practices, and electronic clinical-community linkages to support population health.

The newly created CSTO position will oversee IT infrastructure and operations, vendor management, business intelligence (BI), project management, business development and strategic alignment, and AccessCare Services. The role aligns technology, data, and strategy to ensure efficiency, innovation, and the long-term strategic vision for Colorado Access.

“I look forward to taking on the challenge of this new role, created to align our strategic priorities and technical capabilities to better serve our members,” said Brown. “The dynamic interplay between strategy and technology has never been more critical. As technology rapidly advances, it both necessitates and enables entirely new strategic paradigms. This offers an unprecedented opportunity to strengthen and streamline our systems of care.”

Brown holds a Master of Science in mechanical engineering from the Georgia Institute of Technology and a Bachelor of Science in mechanical engineering from the Massachusetts Institute of Technology.
